The Balengguan Pagoda was built during the Liao Dynasty and is located in the Daling River valley, south of the Daling River, directly across from the site of the Liao Dynasty's Jianzhou city. The Jianzhou city site is situated in present-day Huanghuatan Village, Dapingfang Town, and was one of the important prefectures of the Liao Dynasty. The Daling River valley served as a key transportation route connecting Xingzhong Prefecture to the Liao Zhongjing and Dongjing capitals. The region was densely populated with prefectures and counties, with flourishing Buddhist culture and a prosperous economy. As a representative of Liao Dynasty Buddhist architecture, the Balengguan Pagoda bears witness to the cultural and religious prosperity of that era. In recent years, the Liaoning Province has undertaken preservation and restoration efforts for Liao Dynasty pagodas, with the Balengguan Pagoda receiving effective protection and repair as a significant historical structure.
