The Bank Of Chosen, handling treasury operations on behalf of the Japanese government, issuing gold-standard banknotes, managing the inflow and outflow of public funds for Japanese military and government agencies in Fengtian Province, as well as processing tax payments of Japanese merchants and civilians. It also provided various deposit and loan services typical of a regular bank. After taking over the issuance of gold notes and treasury agent duties, the branch became Japan’s financial hub in Northeast China, with a significantly increased volume of business. In December 1936, under the unified financial policy of the Japanese puppet regime, the Manchukuo Bank, Zhenglong Bank, the Chosen Bank, and their regional branches in Northeast China were merged into the Manchukuo Industrial Development Bank and its subsidiaries. Consequently, the Chosen Bank Mukden Branch ceased operations after a 27-year existence.

The Red Cross Society mentioned here was a Red Cross organization established by Japan in Northeast China. Between 1909 and 1928, it set up 15 branch offices and 17 liaison offices within the region. After the establishment of the puppet state of Manchukuo, the "Manchukuo Red Cross Society" was formed. Under the guise of the “Red Cross Society,” hospitals were legitimately opened in Dalian and Shenyang.
