Donghua Cement Factory, also known as the Municipal Cement Factory, has been criticized for its inferior cement. A civil engineering expert noted: "Their 325-grade cement only withstands a pressure of 5 megapascals after seven days, far below the expected 25. However, it does reach 27-28 after 28 days." Another industry peer added, "This isn't just about poor quality; there's an underlying legal issue that needs addressing."
The factory has since been largely abandoned. Despite its low-quality cement production, its structure remains a typical example of a cement factory and holds some significance as such.
