In 1989, the Yunnan Women and Children Development Center began its work in a modest municipal office on Yongle Road, coordinating poverty alleviation and UNICEF-backed health programs. Decades later, this mission found a permanent monument on a 69-mu site at the intersection of Guangfu Road and Gudukou Road.

Designed by the Architectural Design and Research Institute of Tsinghua University in September 2021, the building stands as a physical dialogue with its neighbors. To the north, the Yunnan Provincial Museum rises like a red stone block, and the Yunnan Grand Theatre shines as the 'Crown of Dian.' In response, the architects shaped this new structure as the 'Wings of Dian.' Its L-shaped layout mirrors traditional courtyard architecture, and its sweeping roofline mimics a black-headed gull in flight.

On May 6, 2023, builders broke ground, pouring concrete and raising a frame that topped out on January 8, 2024. The exterior combines cool, smooth glass with textured, perforated aluminum plates that filter the high-altitude sunlight. Warm, wood-imitation metal panels line the lower levels, softening the transition from the solid, square base to the fluid curves above.

Inside the 39,710.93-square-meter complex, the space divides into three stories above ground and one below. Visitors walk through the Female Development Space, which houses an intangible cultural heritage transmission hall and a family values education hall. Nearby, the Children’s Future Space offers interactive puzzle exploration halls and a parent-child reading center. An International Exchange Space hosts regional civic diplomacy, and the Digital Exhibition Center preserves decades of public welfare achievements. At the heart of the facility, a 600-seat Dream Theater provides a stage for community performances.

This structure bridges Yunnan's rural communities with global networks. The physical building, completed with its final interior finishes in 2025, stands as a quiet, powerful engine for social progress, cast in metal, glass, and stone.
