Standing in the northern section of Kunming's Green Lake Park, Jicui Tower rises as a multi-story pavilion in classical Yunnanese architectural style. Located in the Wuhua District at the western foot of Wuhua Hill, this structure is considered one of the park's landmark buildings and stands near the historic waters of the Nine Dragon Pool. Nearby, the Kunming Tap Water History Museum occupies the original 1917 pump house, marking the birthplace of the city's first tap water supply system.

An adjacent stone arch bridge spans the water, offering a favoured vantage point for photographers. From its cool stone balustrade, visitors watch the seasonal rhythms of the park. In the winter months, thousands of black-headed gulls from Siberia fill the air with sharp, echoing cries as they sweep down to feed. In the spring and summer, the area hosts floral exhibitions, surrounding the pavilion with fresh blossoms.

Jicui Tower connects Kunming's natural hydrology with its cultural habits. Today, visitors pause by its walls and listen to the soft murmur of the water.
