Tucked away in the Zhijiangwei neighborhood of Qiqihar, the Beiman Steel Plant Villa Area offers a quiet, physical record of China’s early industrial ambitions. Completed in 1957, these two-story buildings originally housed the Soviet engineers and technical experts dispatched to help build the region's heavy industry. Spanning over 4,000 square meters, the complex emerged during the First Five-Year Plan, coinciding exactly with the year the massive Beiman Steel Plant became fully operational.
Walking through the neighborhood today reveals a striking architectural cohesion. Designed entirely by Soviet architects, the brick-and-concrete villas feature a classical Soviet aesthetic characterized by generous proportions and elegant lines. These homes provided an exclusive, highly structured living environment for foreign management.
